Cathy Crabtree, M.S.
Executive Director


Cathy has worked with government and business since 1977. She began her career with a community mental health center as a case manager. Her career has included hospital administration, program development and program administration, organizational and business re-engineering, and public policy development and evaluation.

Prior to joining Auburn Montgomery Outreach, Cathy held numerous positions in the private and public sectors. During her eight-year tenure as Assistant Commissioner for Children’s Services in Tennessee, she was responsible for merging children’s services from five different state agencies into one new agency of state government to improve efficiency. Her private consulting business provided assistance to health and human services agencies and nonprofits across the United States and Canada. Cathy served for two and a half years as Associate Commissioner at the Alabama Department of Mental Health, where she managed two Medicaid Waiver programs and a budget of $450 million dollars.

At Auburn Montgomery Outreach, Cathy has served as the project director for the Streamlining Government organizational efficiency effort of the Alabama Senate Pro Tempore’s office.  She currently leads the Institute for Accountability and Government Efficiency for Outreach.  As Executive Director of Organizational Consulting, Cathy provides oversight for our work with clients in government and business.

Cathy holds a B.S. in Education and a M.S. in Educational Psychology from the University of Tennessee.


Jeff Blancett, M.S.
Senior Fellow


As a Senior Fellow, Jeff provides consulting services in operational management, strategic planning, project management, organizational development, and process re-engineering . He has lead projects with a number of Alabama’s government agencies, including Medicaid, Human Resources, Senior Services, and Public Health. He is recognized as an effective public speaker, having made keynote presentations at the annual meetings of the Montgomery Project Management Institute chapter, the Alabama Association of City/County Managers, and the Association of Alabama County Commissioners.

Before joining Auburn Montgomery Outreach, Jeff spent more than thirty-five (35) years as a health care and nonprofit sector executive, and as a small business owner. As a CEO and COO, he led several health plans in the states of Washington and Michigan through financial and operational turnarounds. As the COO of a national nonprofit organization, Jeff focused on improving operational performance and reducing administrative costs. He also learned how to manage a small business early in his career when he started, ran, and sold a small cable television company.

Jeff earned a master’s degree in hospital and health care administration from The Ohio State University and bachelor’s degree in psychology from DePauw University in Greencastle, Indiana.


Cindy Forehand
Senior Consultant, Lead

Cindy is a Senior Consultant for Auburn Montgomery Outreach. Since joining the team in 1997, she has directed client projects in areas such as job analysis, validation efforts, test development and administration, performance management, strategic planning, training and apprentice program development, competency modeling, organizational development, program planning, and classification & compensation. 

Cindy has managed a number of large projects including DeKalb County (GA) Police Department, Shelby County (AL) Sheriff’s Office, Alabama State Bar, Alabama Gas, Inc. (Alagasco), the City of Prattville (AL), Pennsylvania State Police, Huntsville Utilities, and U. S. Pipe and Foundry, Inc.  Cindy has also worked with other organizations including Bibb County (GA) Sheriff's Office, Montgomery (AL) Police Department, Montgomery County (AL) Sheriff's Department, Jefferson County (AL) Personnel Board, Alabama State Department of Education, and Alabama Department of Transportation.  

Cindy holds a Bachelor of Science degree from Athens State College in Athens, Alabama, and a Master’s degree from Troy State University Montgomery. Her primary professional interests include job analysis, selection procedure development and administration, and performance management.


Suman Majumdar, Ph.D. 
Senior Consultant

Suman has more than 10 years of experience in applied socioeconomic research. As a Senior Consultant at Auburn Montgomery Outreach, he provides consulting services in the areas of data analysis, statistical modeling, economic forecasting and survey research. Suman also serves as a group facilitator and program evaluator.

Suman has provided consulting services through Auburn Montgomery Outreach since 2012. He has worked with a number of government and nonprofit organizations in Alabama including Alabama Medicaid Agency, Office of the Alabama   State   Senate   President   Pro   Tempore,    Alabama Department of Public Health, Alabama Department of Human Resources, Alabama Community College System, Jefferson County Economic and Industrial Development Authority, Sylacauga Alliance for Family Enhancement, and the Lighthouse Counseling Center. Prior to joining Outreach, Suman worked for the Government of Nova Scotia, Canada as a research fellow.

Suman earned his Ph.D. in Applied Economics from Auburn University in 2011. He also holds a master’s degree in Agricultural Economics from New Mexico State University, and an undergraduate degree in Economics from the University of Kalyani, India. Suman has authored or co-authored over 15 research publications, including six refereed journal articles and two book chapters.


W. Brent Mauldin, Ph.D.
Senior Consultant

Brent’s consulting experience has included development of legally defensible selection and promotion procedures, assessment center design and administration, training and development, compensation and classification studies, job and organizational analysis, and data analysis. Additionally, he has experience applying psychometric theory to develop, validate, and critique tailored and off-the-shelf tests or test batteries including those purporting to assess important work-related constructs like cognitive ability, job knowledge, skill acquisition, personality, and attitudes. He has managed or provided expertise for a vast array of Outreach projects including work with client organizations such as the Alabama Board of Bar Examiners, Alabama Department of Finance, Alabama Gas Corporation, Alexandria (VA) Sanitation Authority, City of Prattville (AL), DeKalb County (GA) Police Department, Huntsville Utilities, Shelby County (AL) Sheriff’s Office, NiSource, and Colonial Pipeline Corporation.

Brent earned his Bachelor’s degree from Auburn University at Montgomery and his Doctorate of Philosophy in Industrial and Organizational Psychology from the University of Memphis. He is an active member of both the Association for Psychological Science (APS) and the Society for Industrial and Organizational Psychology (SIOP).

Alan Reid, M.A.
Senior Consultant


Alan is Senior Consultant providing consulting services primarily in the health and human services area. He is currently conducting project management for the largest division of the Alabama Medicaid Agency in its effort to implement Regional Care Organizations and launch a new system to determine eligibility. He has conducted organizational analysis, written job descriptions, and developed and implemented a training program to facilitate the Agency’s transition to a customer service focus. He also has experience in product / project management, communications management, research and analysis, and training.

Before joining Auburn Montgomery Outreach, Alan spent more than 15 years in healthcare in the private sector, two years as defense contractor consultant, and 10 years in ministry. He participated in a national work group which led to promulgation of the Medicare Standardization Act, and led a Fortune 500 insurance company’s development of all its senior care products.

Alan is a graduate of Western Kentucky University with a B.A. in political science and public relations. He received his M.A. in counseling from Asbury Theological Seminary in Wilmore, KY.


Jason Crutchfield
Project Manager

Jason Crutchfield is a Project Manager for Auburn Montgomery Outreach. He has worked on several projects conducting human resources services, such as job analyses and selection procedure development and administration. Jason has developed and administered a variety of exercises to include multiple-choice written exams, structured oral interviews, planning and presentation exercises, and role-play exercises. A few of the clients with which Jason has recently worked include DeKalb County (GA) Police, Alagasco, Shelby County (AL) Sheriff’s Office, and NiSource Gas Company.   

One of Jason’s professional interests is the job analysis process. Site observations particularly appeal to him because during this step in the process, he can observe incumbents actually performing their jobs. By watching an incumbent at work, Jason is better able to understand what it takes to perform a job, as well as what equipment and materials are required to perform the work. Site observations also provide Jason the opportunity to meet and establish a rapport with subject matter experts and prepare him for the next step in the job analysis process, the group meeting. Jason enjoys learning about different occupations and identifying the knowledge, skills, and abilities needed to perform the job functions. 

Jason holds a Bachelor of Science degree in Business Administration with an emphasis in Marketing.


Alana Barranco, M.Ed., NCC


Alana has assisted with business process re-engineering and organizational change efforts through analysis of client needs and implementation of potential solutions. Her professional interests include desktop and personal productivity through the utilization of computer software.

Prior to joining Auburn Montgomery Outreach, Alana worked in higher education with student organizations. She conducted organizational evaluations, streamlined student policies, and facilitated leadership development for more than 70 student groups including Student Government and Greek organizations.

Alana earned a Master of Education with a focus in Counseling and a Bachelor of Business Administration, both from the University of Montevallo.


Linnea Conely, M.Ed., M.R.P.


Linnea guides clients through all phases of the instructional design process: task and needs analysis, solution design, solution development, implementation, and evaluation to help them increase their employees’ overall productivity and competency. She is also a skilled group facilitator and project coordinator, skills which she is currently using to support the Healthy Minds Network, a collective impact initiative focused on improving access to mental healthcare in a four-county region surrounding Montgomery.

Linnea has almost 20 years of experience in the training and performance improvement industry. Her customized learning solutions have ranged from performance support to self-paced e-learning to instructor-led training covering topics such as application training, sales and customer service, soft skills, and change management. At Auburn Montgomery Outreach, Linnea has worked with the Alabama Department of Homeland Security, Alabama Department of Youth Services, Alabama Department of Children’s Affairs, Alabama Department of Senior Services, and the Alabama Community College System.

Prior to joining Auburn Montgomery Outreach, Linnea worked for several business consulting firms, serving clients such as GE, Cisco, AT&T, Chick-fil-A, and the U.S. Census Bureau. She has also assisted clients as an independent consultant, such as ING, to develop consumer education and marketing materials. 

Linnea earned her Master of Education in Instructional Technology from Kent State University and her Master of Regional Planning in City and Regional Planning from Cornell University. She also holds a Master of Liberal Arts in English from Auburn Montgomery, as well as a Bachelor of Arts in geography from Clark University and a Bachelor of Arts in French from Auburn University.
